The Akimat of the City of Astana, the Ministry of Transport of the Republic of Kazakhstan, and Changi Airports International (CAI), a subsidiary of Changi Airport Group, have signed a Framework Cooperation Agreement aimed at developing a strategic partnership for the long-term development of the capital's airport infrastructure.

Following the signing of the Framework Agreement, an official arrangement was reached in two main areas:

1. Construction of a New Airport in Astana The parties agreed to cooperate on implementing the project for constructing a new airport in the city of Astana. The project is being executed pursuant to the instructions of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to establish an international aviation hub and develop Astana's transit potential.

2. Development of the Existing Astana International Airport The parties agreed to cooperate with Changi Airports International regarding the existing Astana International Airport, including the company's participation in management, operations (O&M), and other areas of its further development.

Currently, the parties are working together to coordinate the partnership structure, project implementation terms, and prepare the necessary documents.

The signing of the Framework Agreement consolidates the agreements reached during the visit of Changi Airport Group leadership to Astana and creates a foundation for the further joint implementation of the new airport construction project, as well as areas of cooperation for the further development of the existing Astana International Airport.

The agreement was signed by Yevgeniy Glotov, Deputy Akim of the City of Astana; Talgat Lastaev, Vice Minister of Transport of the Republic of Kazakhstan; and Eugene Gan, Chief Executive Officer of Changi Airports International.

The cooperation will combine the long-term vision of the Akimat of the City of Astana and the Ministry of Transport of the Republic of Kazakhstan regarding the development of the capital's aviation infrastructure with CAI's international expertise in airport planning, construction, and management.

In August 2026, during negotiations in Kazakhstan, Changi Airport Group expressed its readiness to provide its expertise for the implementation of the new airport construction project and the development of Astana as a regional aviation hub.

Following these negotiations, the Kazakhstani delegation held a meeting with representatives of Changi Airports International in Singapore, as a result of which the parties determined the main areas of further cooperation. The signing of the Framework Agreement became the next stage of interaction between the parties and consolidated the reached agreements.
