Airworthiness Oversight and Aircraft Parts Conformity Discussed in Astana

CRDF Global on behalf of the U.S. Department of State, in partnership with industry experts from the Flight Safety Foundation and Dr. Anar Shaikenova, successfully hosted a one-day conference titled "Continuing Airworthiness Oversight, Parts Conformity and Traceability”. The Aviation Administration of Kazakhstan (AAK) had graciously supported the organization of the conference and Mr. Michael Daniel, Chief Executive Officer of AAK, had provided welcome remarks and had participated actively in the event.

The conference brought together 30 representatives of civil aviation authorities, regulators, IATA, industry stakeholders  from Kazakhstan, Kyrgyzstan, and Türkiye, to examine aviation safety risks associated with aircraft operations under sanctions and export-control constraints. Participants discussed key challenges related to continuing airworthiness oversight, parts conformity, and traceability, as well as their implications for operational safety.

During the event, participants gained practical insights into how deficiencies in these areas contribute to System Component Failures (SCF), including both non-powerplant and powerplant events. Experts also highlighted how strengthened oversight mechanisms and risk-based approaches can help mitigate safety risks and support safe aircraft operations in constrained operating environments.
