The 48th session of the Council for Aviation and Airspace Use was held for the first time in Tajikistan, under the chairmanship of Khabibullo Nazorzoda, Director of the Civil Aviation Agency of the Republic of Tajikistan.
The Minister of Transport of the Republic of Tajikistan, Azim Ibrokhim, delivered a welcoming address to the participants. The Kazakh delegation was headed by Vice Minister of Transport of the Republic of Kazakhstan, Talgat Lastayev. The session was also attended by representatives of the member states, including Deputy Minister of Transport of the Russian Federation Vladimir Poteshkin, Deputy Minister of Territorial Administration and Infrastructure of the Republic of Armenia Armen Simonyan, Director of the Civil Aviation Agency of the Republic of Uzbekistan Takhir Nazarov, Director of the Aviation Department of the Ministry of Transport and Communications of the Republic of Belarus Igor Golub, as well as the leadership of the Interstate Aviation Committee (IAC).
According to the IAC report, in 2025 the absolute number of aviation accidents across all types of aviation operations and transport (31 accidents) showed a significant improvement compared to 2024 (46 accidents).
According to preliminary estimates, in 2025 approximately 70% of aviation accidents across all types of operations were attributed to the “human factor.” Relative flight safety indicators in commercial civil aviation of the Agreement member states, in terms of accidents and catastrophes, were the best for the period 2021–2025.
The Kazakh side presented a development concept for JSC “Center for Investigation of Transport Accidents and Incidents,” the first organization in Central Asia compliant with ICAO requirements.
On the sidelines of the session, bilateral meetings were held with representatives of Russia, Tajikistan, and Uzbekistan.
Following the 48th session of the Council, decisions were adopted aimed at further developing cooperation among the member states, improving flight safety, and enhancing the regulatory framework in the field of civil aviation.
For reference: The Interstate Aviation Committee (hereinafter referred to as the IAC) was established on the basis of the 1991 Intergovernmental Agreement on Civil Aviation and the Use of Airspace (hereinafter referred to as the Agreement) to coordinate the activities of the post-Soviet states in the field of civil aviation.
The IAC is a permanent intergovernmental executive body responsible for the practical implementation of the Agreement, ensuring the operation of the Council for Aviation and Airspace Use (hereinafter referred to as the Council), and the execution of its decisions. The States Parties to the Agreement participate in the work of the IAC through their authorized representatives and exercise oversight of its activities.
As of April 2026, the States Parties to the Agreement are: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan.
