The twelfth meeting of the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA EUR/MID/12) was held in Cairo, Egypt, bringing together representatives from more than 20 countries. The Kazakhstani delegation included specialists from the Department of Aviation Medicine of the Aviation Administration of Kazakhstan.
The forum featured an overview of the outcomes of CAPSCA EUR/MID/11, as well as global and regional updates from ICAO/CAPSCA and the World Health Organization (WHO). Discussions addressed public health emergencies (PHEs) from both the WHO and ICAO perspectives.
Particular attention was given to WHO presentations, which underscored the importance of coordination and mutual understanding among all relevant stakeholders — including civil aviation authorities, the Ministry of Health, the Ministry of Emergency Situations, and border and migration services.
A key segment of the forum involved feedback from CAPSCA member states. Kazakhstani experts participated in roundtable discussions on crisis management, focusing on preparedness for future public health emergencies, intersectoral and regional coordination, and efforts to strengthen public readiness within the civil aviation sector.
The meeting agenda also included a seminar on aviation medicine, which concluded with the adoption of a resolution outlining future directions for the CAPSCA program. The resolution emphasized the need for regular reporting by member states on the implementation of planned measures for the prevention and management of public health events in civil aviation.
The CAPSCA program (Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation) includes all 193 member states of the International Civil Aviation Organization (ICAO), as well as the ICAO Council, composed of 36 member states.
