Workshop on Regulatory Impact Assessment: A Step Towards Enhancing Kazakhstan's Aviation Legislation

On November 21, 2024, the Aviation Administration of Kazakhstan hosted a workshop on the topic: “Developing Laws in the Republic of Kazakhstan: Procedures for Conducting Regulatory Impact Assessment (RIA).”

The workshop was organized for aviation standardization officers and other staff, focusing on improving skills in drafting regulatory legal acts, particularly in conducting Regulatory Impact Assessments (RIA).

As a signatory to the Convention on International Civil Aviation, Kazakhstan has committed to ensuring uniform application of rules, procedures, and standards in the aviation sector. In this regard, the country is obliged to adopt and implement International Civil Aviation Organization (ICAO) standards and recommended practices through the development and updating of regulatory legal acts.

The Aviation Administration of Kazakhstan actively supports the Civil Aviation Committee in preparing and refining such regulatory acts. The implementation of ICAO standards often involves introducing new regulatory tools or strengthening existing requirements for business entities, necessitating the conduct of RIAs.

RIA is a critical analytical procedure aimed at evaluating the effectiveness and justification of regulation by comparing the expected benefits and costs. Its primary goal is to ensure that state regulation achieves its objectives in the most efficient way possible.

Experts from the Center for Scientific Economic Expertise and Research of the JSC "Institute for Economic Research" were invited to conduct the workshop. They delivered a presentation that highlighted the origins of RIA, showcased examples of best international practices, and provided a detailed explanation of the procedures and specific features of conducting RIA in Kazakhstan.

The workshop addressed the main stages of the assessment process, including cost-benefit analysis and development of proposals for regulatory optimization. Participants were able to ask questions related to the challenges they are facing inconducting RIA. The experts provided comprehensive and clear answers, equipping attendees with valuable knowledge for practical application.

Workshops of this format serve as productive platforms for enhancing employee qualifications, discussing pressing issues, and exchanging experiences. This event marked another step toward improving Kazakhstan’s national civil aviation regulatory system in alignment with international standards.
