Workshop Focuses on Enhancing Drafting and Formatting of Regulatory Legal Acts in Civil Aviation

         The Aviation Administration of Kazakhstan (AAK) hosted an insightful workshop titled "Preparation of Draft Subordinate Regulatory Legal Acts: Procedures and Specifics." This hybrid workshop, conducted both online and offline, brought together approximately 30 dedicated AAK professionals. Among them were experts in standardization and various key personnel directly involved in shaping regulatory legal acts within the civil aviation sector.

        The workshop featured a joint presentation delivered by Zhalel Juzbayev, Head of the ICAO SARPs Harmonization Division within the Department of Flight Safety Management, Quality, Strategy, and Compliance with Standards, and Kamila Sadykova, an officer within the same division. Distinguished representatives from the Civil Aviation Committee (CAC) of the Ministry of Transport of the Republic of Kazakhstan, including Mukkalieva Zamira, Head of the Aviation Personnel Activities Division, Ibrasheva Aigerim, Chief Expert of the Legal Support Division, and Abdulkadyr Magauiya, Chief Expert of the Airline Activities Division, also actively participated.

       AAK's internal procedures emphasize the vital role of drafting subordinate regulatory legal acts (SRLAs) to align national legislation with ICAO standards and recommended practices. This initiative aims to introduce international best practices into various facets of civil aviation.

      Key topics covered during the workshop included ICAO standards for state-specific operating rules adoption, collaboration between AAK and CAC in SRLA development, SRLA planning and preparation procedures, and design requirements for SRLAs, among others.

      In recent years, AAK has made significant strides in developing over 100 draft regulations, spanning areas such as airworthiness, aircraft flight operations, aviation security, medical support, air navigation services, licensing of aviation personnel, and certification of airdromes and unmanned aircraft systems. The majority of these drafts, crafted between 2019 and 2023, have received approval from CAC and have been adopted at the Ministry of Transport level in the Republic of Kazakhstan.

       The workshop also included illustrative examples of SRLA draft designs and highlighted common comments received on SRLA drafts from CAC and other government entities and organizations.

       Representatives from CAC shared insights on further enhancing the quality and timeliness of AAK's SRLA submissions, fostering effective collaboration between the two entities in this field.

       In conclusion, participants of the workshop exchanged valuable perspectives on SRLA drafting procedures, emphasizing the commitment to advancing regulatory standards in civil aviation.
