Montreal hosts Aviation Security Expert Group Meeting - AVSECP/34

The International Civil Aviation Organization (ICAO) is hosting the 34th Aviation Security Expert Group Meeting - AVSECP/34 - at its headquarter in Montreal, Canada. Members of the group of experts are representatives of 33 states. From the Kazakhstani side, with the support of CAC MIID, participate Deputy Director General of JSC "Aviation Administration of Kazakhstan" (hereinafter – AAK) Darkhan Yespotanov, Director of Aviation Security Department of AAК Darkhan Katyshev and Consul of the Republic of Kazakhstan Embassy in Canada Murat Rustemov. This is the first time that the delegation from Kazakhstan participates in this expert group meeting as an observer.

The primary objectives of the AVESECP/34 expert group are to develop standards and recommended practices, to identify and study new and emerging threats in civil aviation and to develop countermeasures to address them; and to assist the ICAO secretariat in developing and revising procedures, guidance materials and technical requirements for aviation security.

The expert group meeting focused on the effective implementation of the ICAO Global Aviation Security Plan, quality implementation of Annex 17 standards and recommended practices, training of security personnel, regional cooperation and capacity building, and innovations to the ICAO Universal Security Audit Programme procedures.

The delegation from Kazakhstan made a working paper on the topic of developing regional cooperation with Central Asian and Caucasus countries on aviation security issues. The working document was supported by experts from Kyrgyzstan, Uzbekistan, Tajikistan, Georgia, Azerbaijan and other participant countries.

With Vladimir Chertok, a permanent member of the ICAO aviation security expert group from the Russian Federation, they discussed the intensification of activities within the working group on aviation security under the Council of the Heads of Authorised Transport Authorities of the Eurasian Economic Union member states. They agreed to strengthen integration processes in the field of aviation security. Procedures have been discussed to include specialists from Kazakhstan in the ICAO permanent group of experts on aviation security, and initial actions have been developed.    

Based on the results of the expert group meeting, a final report with conclusions and proposals will be submitted to the ICAO Committee on Aviation Security for further work.
