26/07/2023

The Aviation Administration of Kazakhstan in order to provide advisory assistance on issues of facilitation in international air transport held a regular meeting of the Interdepartmental Commission for Facilitation in international transport.

It is necessary to note that following the establishment of the Aviation Administration of Kazakhstan, as well as changes in the membership of certain representatives of Ministries in the Commission, the membership of the Interdepartmental Commission was updated. The existence of the Interdepartmental Commission on Facilitation is regulated by paragraph 161 of the Program on Facilitation in International Air Transport, which is a set of measures designed to facilitate the establishment of procedures to facilitate formalities in civil aviation of Kazakhstan, approved by the Government Decree of the Republic of Kazakhstan.

The Civil Aviation Committee under the agenda of the Interdepartmental Commission for Facilitation meeting emphasized the importance of cooperation of state authorities on harmonization of national legislation of the country in accordance with the standards and recommended practices of ICAO Annex 9 - Facilitation. These activities will subsequently contribute to the successful fulfillment of the ICAO audit, as well as compliance with international standards.

Participants of the IMC facilitation meeting also discussed the preparations for the "Regional Symposium on TRIP Passenger Identification Program", which will be held from 6 to 8 December 2023 in Almaty. The event will focus on the five elements of the ICAO TRIP Strategy, which are: sustainable processes for evidence of identity, machine readable travel document (MRTD) standards, document issuance and control, inspection systems, tools and interoperable applications, and issuance and authentication of medical certificates.

Furthermore, the participants of the meeting discussed the "Introduction of biometrics at Nursultan Nazarbayev International Airport JSC" project. It should be noted that the development and application of biometric technologies is a global trend, which is used for faster and more seamless interaction with passengers at the airport. Currently, this project is being studied by certain government agencies, and then a final decision on its implementation will be made.

Following the results of the last meeting, the participants of the Interdepartmental Commission for Facilitation in international air transport noted the importance of such a working group, which will contribute to the addressing of certain issues in the handling of international flights.
