Meeting on enhancing runway safety pperations held at Aviation Administration of Kazakhstan

07/11/2024

At the site of Aviation Administration of Kazakhstan a meeting was held dedicated to improving the runway safety operations on the at the airports of the Republic of Kazakhstan.

Although such meetings are organized annually by the Aviation Administration, they are usually held in a limited capacity. Today's event was the largest in five years, as it was attended by more than seventy specialists, including representatives of major national air carriers, twenty-three airports in Kazakhstan, an air navigation service provider, the Department for Investigation of Accidents and Incidents in Transport of the Ministry of Transport, the Ministry of Defense of the Republic of Kazakhstan, the Aviation Administration of Kazakhstan.

The meeting was a forum for the runway safety operations, during which an exchange of best practices, knowledge, experience and proposals took place to develop and further improve flight safety measures in civil aviation of the Republic of Kazakhstan.

During the meeting, representatives of the aerodrome operators and the air navigation service provider demonstrated the implemented measures to eliminate the existing problems for the safety of runway operation, including the use of modern technical means of monitoring ground traffic, improving visual means for orienting aircraft crews in the maneuvering area, and ensuring the necessary clutch characteristics. The risks arising from the operation of the runway during construction work at the airfield, and measures aimed at reducing them, were considered. Measures to improve the application of the Global Runway Surface Reporting Format (GRF) in civil aviation were discussed.

An important initiative in 2024 was the approval of the "Program for ensuring the safety of operations on the runway in civil aviation of the Republic of Kazakhstan." The purpose of this program is to improve runway safety operations through systematic risk control and coordination of the work of all involved organizations.

In addition, the participants were presented with a draft plan to ensure the safety of operations on the runway of civil aviation of the Republic of Kazakhstan 2025-2029.

The plan provides for further measures to reduce risks with significant consequences associated with the operation of the runway: incidents of aircraft rolling out and unauthorized runway occupations.

This work ensures the implementation of strategic safety goals established at the global level by the international organization in the field of civil aviation ICAO and at the state level of the Republic of Kazakhstan.

Meetings of this format serve as an effective platform for industry representatives to discuss topical issues, offer ideas and share their vision of solving problems that arise at the intersection of ground support for flights, air traffic maintenance and flight operations.

Only active joint actions, cooperation and involvement of all industry participants will allow civil aviation in the Republic of Kazakhstan to maintain high standards of safety and efficiency, to propose initiatives for the exchange of experience at the regional and global levels.
