Legal aspects of international regulation of civil aviation were discussed by ICAO experts and CAAs’ Legal Advisers

The 2nd Civil Aviation Legal Advisers Forum (CALAF/2) was held in Muscat, the capital of the Sultanate of Oman, by the International Civil Aviation Organization (ICAO) with the support of the Civil Aviation Authority of Oman.
The event featured presentations by experts from ICAO and other international organizations (IATA, WHO, etc.) on various topical legal issues. In particular, they discussed the legal aspects of the global regulation of civil aviation, flight safety and aviation security, such as:an overview of critical decisions on legal and compliance issues of the 41st ICAO Assembly; addressing issues of concern to the international aviation community through the implementation of air law; the Chicago Convention mechanisms: ICAO Council and settlement of differences between States; using ICAO’s enhanced tools for the performance of Article 83bis to address potential aviation safety risks; crisis management for legal advisers: Supporting the COVID- 19 Pandemic response and air travel recovery; enhancing the capacity and effectiveness of civil aviation legal advisers.
Legal advisers of the ministries, agencies and aviation administrations from 57 countries participated in the Forum.
The Republic of Kazakhstan was represented at the Forum by Zhalel Juzbayev, Head of a Division for Harmonization with ICAO Standards and Recommended Practices, and Amirkhan Aitu, Senior Manager of the Legal Support Division of the Legal Department of JSC Aviation Administration of Kazakhstan.
