Lawyers from the international aviation community discussed current industry issues

Baku hosted the Eleventh Air Law Conference. The event was organized by the Russian Federation's National Air Law Association, the AEROHELP Institute of Air and Space Law, and St. Petersburg State University.

Representatives from law firms, universities, aviation authorities, aviation training centers, airlines, airports, leasing, and insurance companies from Azerbaijan, Belgium, Belarus, Bosnia and Herzegovina, Germany, Iran, Kazakhstan, the Netherlands, the UAE, Russia, and Turkey attended the conference.  Pablo Mendes De Leon, Professor of Air and Space Law in The Hague, Mia Wouters, Professor at the Ghent University of Air Law in Brussels, Nikolai Ehlers, partner of the Ehlers Rhlers & Partners law firm in Munich, Anton Nikiforov, Head of the Russian Post's Unmanned Aircraft Department, and others presided over the panel sessions.

The Conference featured five panel discussions on topics such as: international forms of cooperation in aviation: paradigm shift; flight safety under restrictive measures: prioritization; passenger rights in relation to human rights: access to justice and acceptable remedies; nationality and aircraft operation in light of international law legal regulation; and unmanned aerial mobility: de lege ferenda.  Zhalel Juzbayev, the Head of the Aviation Legislation Division of JSC "Aviation Administration of Kazakhstan," attended the conference on Kazakhstan's behalf. He highlighted the issues of the history of the creation of a new aviation regulator in Kazakhstan, the models used as a basis for its creation, the advantages of the new model, the functions of the regulator and differences from other aviation authorities in Kazakhstan, the principles of financing, current activities, and achievements, including Based on the findings of an audit conducted by ICAO, the European Commission, and the US Federal Aviation Administration.

During the conference, the speakers answered questions from the panel session heads and other conference participants, and there was a constructive exchange of views on aviation-related issues.
