Kazakhstan supports ICAO measures aimed at reducing the number of unruly passengers

A delegation of the Aviation Administration of Kazakhstan, headed by General Director K. Radu took part in the work of the executive committee on facilitation and aviation security in the framework of the 41st session of Assembly of the ICAO.


The executive committee reviewed more than 150 working papers. Some of the most discussed documents presented during the executive committee were issues related to the growing number of unruly passengers, assessment of the quality of passenger services and creating conditions to serve people with disabilities.


ICAO has noted that behavior of unruly passengers is an old problem for international civil aviation. However, in several countries the number of such reports has increased because of the COVID-19 pandemic, when many passengers refused to comply with aviation safety measures or local health regulations.


As a result, aircraft and airport operators have faced a major challenge in enforcing these rules amid a resumption of air travel after a prolonged difficult period for the sector.


It should also be noted that amendments to the draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of transport” are currently under consideration to create a register of airlines whose carriage is restricted. Therefore, Kazakhstan fully supports all ICAO measures aimed at reducing the number of unruly passengers.


During the work of the executive committee, a working document was presented, providing for the introduction of Airport Total Quality Score program (ATQS).


The program has four key service quality components that were defined to improve quality of passenger services provided: Operational Performance Standards, Services and Facilities Quality Evaluation, Passenger Satisfaction Survey and Passenger Complaints.


The above documents are proposed to be reflected in the provisions of ICAO Annex 9 - Facilitation.


Representatives of the Aviation Administration of Kazakhstan also held meetings with representatives of aviation authorities of the United Arab Emirates and Singapore, as well as the management of Abu Dhabi airport on the platform of ICAO. As a result of the meetings, it was decided to continue cooperation on issues of passenger services, including people with reduced mobility, facilitation for international transportations, as well as exchange experience in implementation of certification inspection of airport and aircraft operators in the field of carriage of dangerous goods.
