Kazakhstan and Kyrgyzstan expand and strengthen cooperation in the field of aviation security

Representatives of the State Agency of Civil Aviation under the Ministry of Transport and Roads of the Kyrgyz Republic visited Kazakhstan. The purpose of the visit is to exchange experience, increase the level of interaction and coordination between the countries on aviation security issues.

The meeting is timed to coincide with the Year of Aviation Security Culture announced by the International Civil Aviation Organization in 2021.


At a meeting with a delegation of Kyrgyzstan consisting of Deputy Chairman of the State Civil Aviation Agency under the Ministry of Transport and Roads of the Kyrgyz Republic Aybek Bayyshbayev, Head of the aviation security sector of the State Civil Aviation Agency under the Ministry of Transport and Roads of the Kyrgyz Republic Shukhrat Rustamov, Deputy Head of the Aviation Security Service of JSC Manas International Airport Nurlan Bekboev, issues of interaction with the Civil Aviation Committee of the MIID RK were discussed, the structure of Aviation Administration of Kazakhstan JSC was presented, as well as digital regulation in the aviation industry through the Sunflower project, which includes a database for identifying threats. The issues of development and implementation of aviation security culture in civil aviation organizations are being considered.


Proposals on the formation and promotion of aviation security culture in the implementation of training programs for aviation specialists and the development of a unified methodology for the introduction of aviation security culture in civil aviation were also discussed.


During the working meeting on the exchange of experience, the regulatory legal acts of the two countries in the field of aviation security were studied for their compliance with the standards and recommended practices of the International Civil Aviation Organization (ICAO). Consultations were held on improving the skills of the inspection staff.


The measures taken in our countries to protect civil aviation from acts of unlawful interference, including: implementation of access control measures in restricted areas, improvement of inspection procedures, quality of equipment used during inspection, education, training and retraining systems of security-related personnel and personnel performing control and supervisory functions in the field of aviation security were jointly reviewed.


The delegation from Kyrgyzstan also visited the Nursultan Nazarbayev International Airport. They got acquainted with the established security system of the airport perimeter, ensuring access control to the territory, security of onboard meals and the protection of cargo and mail.
