Specialists of JSC "Aviation Administration of Kazakhstan" headed by Deputy Director General for Aviation Security Darkhan Yespotanov participated in the Ninth Regional Workshop on Aviation Security and Facilitation (AVSEC/FAL) organized by the ICAO European/North Atlantic Office in cooperation with the Cooperative Aviation Security Program - Middle East (CASP-MID) in Baku, Azerbaijan from 10 to 14 July 2023.
The seminar consisted of a facilitation block from July 10 to 11 and a workshop on airport uncontrolled area security measures from July 12 to 14, 2023.
The workshop was attended by representatives of the International Civil Aviation Organization ICAO, Kazakhstan, Azerbaijan, Kyrgyzstan, Uzbekistan, Tajikistan, Belarus, Iraq, Czech Republic, Albania, Saudi Arabia, North Macedonia.
During the seminar on facilitation, the agenda addressed the issues of international instruments in facilitation, development of national and airport facilitation programs and establishment of national and airport facilitation committees. Also during the seminar presentations on the implementation of facilitation provisions were given on the example of the Republic of Kazakhstan, the Republic of Albania, the Czech Republic and the Republic of North Macedonia. On behalf of the Kazakhstan part, a presentation was made by representatives of the Department of Facilitation, Passenger and Cargo Services of JSC "Aviation Administration of Kazakhstan" entitled: Stages of Development of the National Committee for the Air Transport Facilitation in the Republic of Kazakhstan. The common goal is barrier-free cooperation.
At the workshop, the ICAO Secretariat, as part of the report on recent and upcoming facilitation activities, announced the upcoming Regional Symposium on TRIP Passenger Identification Program, which will be held in Almaty in the period from 6 to 8 December 2023.
The ICAO Workshop on Airport Uncontrolled Area Security Measures was designed for aviation security experts from States and industry involved in the implementation of ICAO Annex 17.
The workshop addressed the issues of airport perimeter protection, physical protection means, measures to reduce the threat level, security culture and measures to ensure aviation security in uncontrolled areas of airports of the Republic of Azerbaijan, risk assessment matrix of important facilities located in uncontrolled areas of the airport.
A practical training with a visit to the uncontrolled zone of Baku Heydar Aliyev International Airport was held within the framework of the seminar. The seminar participants were given recommendations and techniques of capacity building, and specific examples were given.
The ICAO initiative on the seminar subject will help to further address issues on strengthening aviation security measures for the civil aviation industry of the Republic of Kazakhstan. The practice and knowledge of the participants will help to continue the work on improvement of civil aviation security systems, and their exchange and application will serve to unite the aviation industry and specialists under the ICAO domain.
