Current issues of legal and regulatory support for unmanned aerial systems considered in Baku

The Interstate Aviation Committee held the Third International Scientific and Practical Conference, "Regulatory and legal support for the organization of air traffic and the use of airspace by unmanned aircraft systems" in Republic of Azerbaijan (Baku) on 21-23 June 2022. The meeting was held jointly with the 23rd meeting of the IAC’s Coordination Commission for Air Navigation and included an IAC Working Group on the development of regulatory acts for the operations of unmanned aircraft systems. The meeting was designed to encourage mutual sharing of experience among participants.


Leaders of the Aviation Administration of Kazakhstan, JSC (AAK) UA team were invited to present a thematic report on current legislative work. The topic of their presentation was "Analysis of the activities of aviation authority and UAV operators within the framework of the current UAS regulation of the Republic of Kazakhstan. Issues and solutions". The AAK presentation was particularly well-received and sparked an active discussion with participants noting the relevance of the report.


The event was attended by approximately 60 including representatives of civil aviation administrations of the IAC member States, the Eurasian Economic Commission (EAEU), air navigation service companies, aviation educational institutions, and representatives of the aviation industry who are developers of automated air traffic control systems (ATC).


Topical issues of regulatory support for the activities of unmanned aircraft systems (UAS), flight safety and personnel training were considered. The conference participants stressed the need to develop technical requirements for UAS at the interstate level, noting that their development would harmonize the overall approach of the participating States, and stressed the importance of the event for flight safety and the development of civil aviation in the region.
