The Aviation Administration of Kazakhstan held a workshop for AAK employees on "Preparation of Draft Laws in Kazakhstan: procedure and peculiarities".

The workshop included a presentation by Zhalel Juzbayev, Head of the Division for Harmonization with SARPs ICAO of Department of Safety Management, Quality, Strategy and Compliance.

The importance of the workshop is associated with the fact that almost all AAK workers in their fields of activity are involved in the legislative or rule-making process according to the AAK internal documents.

The presentation covered such issues as ICAO standards in the field of main aviation law, the scope of regulation of the Law of the Republic of Kazakhstan "On the Use of Airspace of the Republic of Kazakhstan and Aviation Activities", procedures for planning, preparation, development of draft laws, bodies developing draft laws, the role of the AAK, the role of citizens and public organizations, requirements to the content of draft laws, requirements to the formatting of draft laws, procedures for the development of draft laws in the AAK and their implementation.

Illustrative examples of ICAO requirements to the aviation laws of the states, examples of AAK proposals made to the Aviation Law recently etc. were given.

At the end of the workshop, an exchange of views took place among the participants of the event.

In the near future, the Department is also planning to hold a workshop on "Procedure of development of secondary regulatory drafts in Kazakhstan and AAK".
