The international aviation community notes the approaches to managing the civil aviation industry in Kazakhstan that have been implemented over the last years by the Civil Aviation Committee together with the Aviation Administration of Kazakhstan. This was highlighted by the ICAO and European Commission experts. As a confirmation of these excellent results,the Aviation Administration of Kazakhstan received the Air Transport News Corporate Award the most important aviation industry award in March of this year.
Aviation Administration of Kazakhstan is a young regulatory organization that was founded only four years ago with the focused objective of becoming a successful aviation authority based on worldwide best practices.
The Aviation Administration currently employs more than 150 aviation inspectors. According to the ICAO audit results, the flight safety level corresponds to the level of developed European countries.
Work on technical cooperation and human capacity building has commenced under a tripartite agreement between the Irish Aviation Authorities and the European Aviation Safety Agency (EASA). The implementation of this cooperation will raise the country's level of aviation safety and properly prepare it for the expected growth of aviation in the region. Continuous implementation was done for the preparation of the upcoming ICAO and FAA safety audit required to establish direct flights to the United States.
In order to strengthen international cooperation, work is being carried out with aviation safety partners to improve the level of flight safety.
AAK supports the interests of the industry by working with leading international aviation associations such as Airports Council International (ACI Europe and ACI World) for aerodromes, the International Air Transport Association (IATA) for flight safety, aviation security and passenger experience and CANSO and EUROCONTROL for Air navigation services improvement.
The AAK is also actively working with ICAO in various venues. Last year, a representative of Kazakhstan was elected as a Vice-Chair of the ICAO Task Force on Aviation Security and this year we got the Vice Chairman position of DGCA- 2023 in the Europe and North Atlantic region. As a result of close cooperation with ICAO, we target the prospect of achieving compliance with ICAO standards up to 90%. To date, Kazakhstan complies with ICAO standards by 82%.
Going forward, AAK will also strengthen the aviation authorities' regional leadership and quality international presence.
Positioning Kazakhstan as a leader in civil aviation in Central Asia, two regional initiatives have been launched, on aviation security - the AVSEC Aviation Security Coordination Group (6 states) and on civil aviation management - the EACAC EurAsian Civil Aviation Conference (10 states).
Next steps are planned for the optimization and digitalization of AAK business processes in control and oversight activities to improve the efficiency and effectiveness of ensuring flight safety and passenger safety. On July 1 of this year, the AAK launched a new funding model that complies with the best international practice and ICAO standards to achieve the financial autonomy of the aviation authorities.
